Photoshop CC 2018 fails to start

I installed the Adobe Creative package on a standalone Windows 10 computer without access to the internet (company policy). All programs starts well except for photoshop. He is attempting to start but after a while it crashes, and shows a message about a report. When opening the report nothing is in there.

What would be a possible cause that photoshop will not start?
