Photoshop CC 2019 can't move crop OR image AT ALL

I tested this yesterday on my laptop to make sure i wasn't nutters and it works FINE in cc 2018 and 2019, but on my desktop in PSD CC 2018 and 2019 i cannot move the crop OR most impt the image in the crop! i'm going nuts as this is a major major thing i use every single day.  i've tried mutliple files thinking maybe something was locked and nada, and then when i tried on my laptop it worked just as expected. i've tried classic mode, and toggling every setting in the crop palette. 

 

i was about to export all my settings from my laptop to desktop and failing that go through the arduous process of reinstalling (i'm an EDU user and its a huge PITA)...

In your video I can see the hand tool cursor and the zoom cursor. Normally to get those. whilst using crop, you would need to hold down the spacebar (for the handtool) and Alt+Spacebar  (Opt+Spacebar on Mac) for zoom. 

If neither of those is stuck then I would try a preference reset (not an uninstall /reinstall). Go to Preferences>General and choose reset Preferences on Quit. Then close and restart Photoshop.

ah, now we are getting somewhere .. at least understanding what is going on.  tried a totally new mouse/keyboard to replace my ergo microsoft keyboard and wacom to make sure it wasn't something going on with a stuck key, etc. nope. still stuck on the handtool! reset prefs. no effect. ran all system maintenance cache clearing .. no effect.
 
restart.. VIOLA! at least in 2018.
