Exactly, the first thing I would try is resetting preference. It generally solves the problem for me

So far I have gone to Edit>Preferences>Performance and changed the following settings:

Checked Use Graphics Processor box, set the drawing mode to Basic, set History States to 2, Cache Levels to 2: Cache Tile Size to 128k, and Let Photoshop Use 85% RAM

Set the program to use the 1TB external drive as a scratch disc

I disabled Animated Zoom

I turned off tile previews on the Layers Palette

I increased the Automatic Save for recovery information to every 15 minutes

Under Edit>Preferences>3D I turned the VRAM down to 70% (I don't really use 3D in Photoshop anyways)

Also, I have gone into the PSUserConfig.txt file and did the following scripts that were stated to help on the Adobe Website:

# Allow RTS

uRTS 1

I have also updated the drivers for everything plugged into my computer as well as ran updates on the operating system itself. I even uninstalled and reinstalled my graphics drivers to be doubly sure I had the correct ones.
