Photoshop CC 2019 on OSX Sierra (10.12.6) won't open any JPG

Each time i try to open .jpg i get the next messege

"Couldn't complete your request because the file not found." 

I tried to open from th Photoshop open menu, by dragging the file into photoshop, by choosing from the recent files... each time i get the same messege. other apps open the same files.

It was all good untill few hours ago and i didn't update nothing as far as i know
