Photoshop CC 2019 Workspace Background always shrinks to the size of the image

Alright, don't know if the terminology is correct, but here is my issue. Since upgrading to 2019 when I work on an image and zoom in or out the entire screen constrains to the image and it all moves to the top left of the screen. If I zoom in then the image and borders expand.  Am I missing a setting here? Traditionally I was used to working with a dark grey background and the image would be centered within that...

What is going on???

    It sound like you are use to editing in tabs and no you are editing in floating image windows. Try menu Window>Consolidate all tabs and edit your preferences's and make sure workspace open in tabs and enable docking  are check mine are not I edit in floating windows,
