Photoshop CC 22.3.1 Transform Controls not available

Using Photochop CC 22.3.1. Just downloaded it on a new computer (Macbook Pro M1)

The transform controls aren't working. I can move a layer, but I can't resize it. How do I get the transform back?

Are you sure "Show Transform controls" is checked on in the top menu bar?

Also  look under the View menu > Extras  It has to be checked on.

It seems like you might be experiencing a common issue with Adobe Photoshop CC on a new MacBook Pro M1. To restore transform controls, try resetting the preferences. Go to Photoshop CC > Preferences > General, and click on "Reset Preferences on Quit." After restarting Photoshop, you should be able to use the transform controls for resizing layers. Are you sure "Show Transform controls" is checked on in the top menu bar?

Also  look under the View menu > Extras  It has to be checked on.
