Photoshop CC and CS6 randomly choppy/hiccupy on new computer, slowing other programs as well

I have been using Photoshop CS6 since 2013 and have never experienced any performance issues on my old computer (i5-750, AMD 7970 GHz, 16 GB RAM Windows 10 64-bit). But I noticed the following issue almost immediately when starting work on my new computer in March:

Seemingly randomly, Photoshop starts getting choppy, which causes other programs to lag as well. The following happens all at once:

- The brush lags; I would draw a line, and it would hiccup while drawing (start, pause, finish line)

- The hand move tool would not function for a second or two, then start functioning again

- A selected tool starts being used, the hiccup happens, and the previously-selected tool becomes selected and executes (for example, using the brush tool, hiccup, then the previously-selected paint bucket tool would execute and fill the screen)

- Lag during zoom in/zoom out, sometimes not zooming at all

- Saving results in the "wait" wheel when it should be instant (saves almost instantly when this lag is not happening)

- General menu lag, choppiness, etc.

- Other open programs become laggy

This happens with any type of file, small or large. Sometimes when this happens, my memory usage spikes upwards of 80%, which it gradually climbs to for no apparent reason (no more files were opened, nothing was done to have the memory gradually go from 40-50% to 80%+). Sometimes I open the task manager and watch the memory usage climb by 1 point every few seconds until it reaches this number, all without doing anything.

But this usually happens when memory usage is within the normal range, with Photoshop using less than 3 GB and my total memory usage hovering around 45%. This lag stops within a few seconds of closing Photoshop. During this lag, my CPU usage does not exceed 5-10% and does not seem to be affected by it (this CPU usage is normal).

I recently bought Photoshop CC to try and see whether the performance issues that I was having with Photoshop CS6 would be mitigated. They have been somewhat in that they are less frequent, but the same issues exist with both versions of Photoshop.

Photoshop is the only program that is doing this. I'm a developer and gamer and have never experienced such behavior with any other program or game on this computer.

What I have tried:

- Closing all other programs and processes, including Crashplan (backup) and Bitdefender

- Repairing Windows 10

- All possible updates for Photoshop and my system

- Running Memtest for 9 hours

- Downclocking my RAM from 2933 MHz to 2133 MHz

- Stress-testing CPU for 12 hours

- Testing my SSD

- Different combinations within Preferences->Performance, including disabling the graphics processor

I do not have any corrupt fonts and only have a handful of non-default fonts installed, which were pulled directly from my old computer. I do not use any font manager. I do not have any third-party plugins. This has nothing to do with rulers, etc. and is not a general performance issue, but random choppiness, memory leaking, and slowdown that I cannot predict.

What can be causing this?
