Photoshop CC canvas partial freeze after pan

Hello all.
I am using Photoshop as part of the CC full collection and have found an old issue from years ago has come back! When I hold down spacebar to pan, there is a "ghost" or "zombie" of the old image that remains. At first, it may be only a few pixels wide, but as I continue to work, new rows and columns of varying pixel height/width continue to appear. Please see the top and left of the canvas on the image attached.
I have tried leaving "use graphics processor" checked, and have also tried unchecking it and restarting Photoshop. I have confirmed that all the latest software and drivers are installed (for Windows, for Nvidia, for Wacom, for everything). I have even tried previous versions of the drivers. Also, I turned on Virtual Memory and increased the paging size to the maximum recommendation; then I turned off virtual memory all togther. None of these have made a difference.
If anyone has any tips, I'd love to know how to finally eradicate this ancient issue that seems to always come up!
