Photoshop CC dropping down layers

with multiple layers, if I select the top layer & select a tool, say the move tool, when I try to use the tool PS selects a layer below & I cannot use the move tool.

Why & how do I prevent this from happenin.

    Having Auto-Select checked in the Move Tool options is the most likely cause.
