Photoshop CC forgets all settings every restart

Hi there, I have searched a bit and haven't found a similar issue to this. Wondering in anyone can help.

I a running Photoshop CC on a Win 10 machine. Upon restart, all settings on PS revert back to default. My recent files list is greyed out (no files) and things like brushes are now unloaded. I am also presented with the initial PS welcome screen and when I opt to not see the message again, I see it on the next restart.

I don't have this issue with any other applications. Any ideas? Re-install?

Do you have both read and write permissions on the Photoshop settings folder?

C:\Users\[your user name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2017\Adobe Photoshop CC 2017 Settings

Right click the folder in File Explorer and check the permissions.

Set your settings without any images open.

I just tried that and after reboot, everything resolved back to out of the box settings.
