Photoshop CC opens in all my windows on OS Ventura

I have 10 windows open in OS Ventura for various websites (mail, stocks etc). When I open Photoshop CC, it populates all of those windows. Not an Apple problem, already checked. Any solution welcome.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

When you say you have ten windows for various websites open, do you mean tabs in a browser or something else? Which browser? It sounds like you are saying that Photoshop is populating your browser windows, but that doesn't make sense, so it must be something else. Can you clarify the issue and show screenshots?
