Photoshop CC power in Apps

Why is the power of Photoshop CC spread out over several different Apps?  Apparently Photoshop Touch had most of the CC tools in the single App but it was discontinued.  Why is this?  It can be made a part of the Photoshop CC package.  I hate being able to do certain functions only on my computer.  Switching between my iPad Pro and my computer is almost seamless with the creative cloud, which is nice, but the functions are not the same for both devices.  Please bring back Photoshop Touch.
