This on a Mac or PC? Could be video adapter driver-related.
Try also completely uninstalling/reinstalling Photoshop if you haven't already. (Make sure to not save preferences; you'll have to start from scratch again if you have any saved workspaces.)
Problem solved by Adobe support!
Intel 4000 graphic card is not supported by PS20.
