All this seems completely normal to me.

Ah, that's why it's so low.  It will go into gigabytes once you start working (if your file is large or complex). Since you don't have the column headers it's not possible to know whether this is real or virtual memory. When I start Photoshop CC 2015 in Windows 7, I see a working set of 160M and a commit size of 900M. But memory is limited, because my Chrome is using several gigabytes. If the memory was available, Windows should be delivering a working set and commit size about the same as each other.

Which bit? The memory use for Photoshop and Chrome looks rather low.

i havent done anything yet i just launched and i was kinda shock of the memory usage

is it normal? whats yours?
