I have Windows 10, 64gb Ram, 500gb SSD and 6TB of HDD on my system.  When the new update came out, I can open a psd file if I right click on it and tell it to open with Photoshop. If I click on the icon from Adobe Cloud or the .exe file, the cursor just circles on the screen.  Its a shame to pay a monthly fee for this when it obviously doesn't work correctly.  Is there a patch for this?  I did an uninstall and ran your clean up tool, reinstalled and get the same result.

Do you have all the updates for Windows?

Do You have .NET framework installed (from Windows updates)?

Uninstall Photoshop.

Run the cleaner tool https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html

Use the Creative Cloud Cleaner Tool to solve installation problems

Restart your computer

Run the Application Manager in Admin mode (by right clicking)

Reinstall Photoshop
