Photoshop CC2017 - Zoom to Pointer location Mac vs PC

This literally drives me insane.     On my Macbook pro I can use the scroll wheel to zoom right to where ever my cursor is on the screen.        Switch over the the PC and all the scroll wheel does is zooms to CENTER.       I've compared settings on both systems and they are identical yet Mac zooms to cursor.  PC Won't.   

Any way to fix that or is it just a feature the Mac has over the PC?

    I believe that is just a Mac feature.

    It's rather a low-resolution only feature.

    If you set the DPI scaling to 200%, Photoshop only zooms to center.

    If you set the DPI scaling to 100%, it zooms like expected.

    So Photoshop isn't really 4k-ready.
