Photoshop CC2019

Someone please tell me what is going on with my photoshop. I get this message when opening: Could not complete the command because of a program error. This all started when I upgraded my OS to Catalina. BIG MISTAKE! Now when I try to turn a jpg into a tif it won't work. Please if anyone can help I would greatly appreciate it.

    I downloaded an update last night and it still won't conver my jpgs to tifs. I am at my wits end.
