Photoshop changing default from Relative to Absolute Colormetric

I am having issues with Photoshop changing default from Relative to Absolute Colormetric.  It doesn't matter if I default or anything....it keeps changing it and giving me a cream background.  It is wasting all my printing and I can't figure out how to make it REMAIN Relative.  I have made the changes in presets and default.  What can I do?

    Have you looked at Intent in Edit > Color Settings?

    Try setting the intent without any Photoshop documents open.

    Please state what exactly you are doing and which are the exact settings you have changed and when and how Photoshop changes these settings.

    Preferably with the help of screenshots.
