Photoshop crash, when resizing jpg image

Working in the up to date Photoshop from the creative cloud (25.31), my photoshop crashes after a few seconds when trying to resize a JPG file from 4800 x 6000 pixels to 1440 x 1800 (sizing down my Procreate art to social media posting size).  I do this all the time on all my art, this is a normal workflow function.  I have no idea why it's crashing now, but it crashed three times in a row trying to resize.  I can "save as" the file fine in photoshop so I don't think it's anything wrong with the file (and it still crashed on that new saved copy of the file when trying to resize down).  I tried setting Bicubic manually rather than automatic selecting the algorithm and that had no effect, still crashed.  (By crashed, I mean it just closed itself.)  Windows 11
