Go to preferences / Security & confidentiality / Confidentiality / Accessibility

Unlock the padlock with your account password

Uncheck Photoshop in the list on the right

Re-check Photoshop

If Photoshop is not in the list at all, then add it and check it.

It worked for me.

      I had already given Photoshop access. Should I consider going back to the previous OS?

      Hi i think as you have updated Mac OS try to update Photoshop to CC version hope it solves your problem...Thanks.
