Photoshop creates random duplicated bug

I included a screenshot of what the problem looks like. Photoshop has started doing this with new files I make where if I use the move tool or zoom tool it freaks out and creates an endless replication of whatever image I have. It is important to note that any pre existing psd files I open that were either created months ago or on a different computer do not give me trouble. For example, I sometimes work on a mac and ill save the files to my hardrive and then open them on my pc and I can edit my files perfectly fine. But if I import new images into that existing file or try to create a new file I get this insane bug where photoshop is basicslly unsuable.

Looks like a graphics card issue. Make sure you card's drivers are up to date. You might want to try turning off "Use Graphic Processor" in the preferences.

Do you think that is truly what it is because I find it weird I can work fully on pre existing psd files with no issue on my computer but new ones cause this bug.

The requirements for graphic cards change for PS, so a new version might require newer drivers.
