Photoshop CS - Images don't open properly

There's seems to be a 'bug' in Photoshop pertaining to Opening New Files. If there's an Older version of a PSD on a drive & a NEWER version is saved into the same drive, the GA trying to open the Newer version cannot see it through Open. But someone on another Mac can open it without any problems.

When this happens, Photoshop has to be Quit & Re-started. Then the New file can be seen & opens correctly.

Has anyone else experienced this? Is this a Photoshop problem or does it somehow pertain to OSX? Are there any plugins or updates to solve this problem?
