Photoshop CS5 Won't Open Extensions

I have Photoshop CS5 currently running on my Mac with macOS Sierra as it operating system. Recently I've been trying to install a color wheel/Kuler plug-in/extension for Photoshop but for some reason the Extensions option in Photoshop isn't open. I've tried copying files into the Plug-In folder but nothing happens and I've tried using Extension Manager CS5 but it keeps on crashing(And I had to uninstall and tried reinstalling it but I can't install it again). I tried the Extension Manager CC but its doesn't doing anything.

Is it because my computer is too new for me to use extensions on my Photoshop CS5 anymore?

Every version of Photoshop seemed to have its own extension manager Extension manager CC would not be for CS5 and  extension manager has been done away with the function is now in Adobe's Creative Cloud Desktop application.

I'm not even able to get it to open anymore--no memory issues on my computer. It suddenly just stopped working. I uninstalled and reinstalled to no avail. It shows a blank page with only the basic selection bar across the top and a few tools greyed out. There's nothing on the left or right. Anyone having this trouble/know what it's all about? I have Photoshop CC
