Photoshop CS6 - E16 Error [edited for clarity]

My Photoshop CS6 was working good till two days ago. This morning I started getting E16 error. I do not want to go through the reinstall process.

How to fix E16 error on my photoshop CS6.

    Tried to run as an administrator. Did not work.

    Tried deleting caps folder and restarting. Did not work.

    Now I am geting E1 error.

    Use the CS Cleaner Tool below followed by a re-install of CS6.

    It's probably a permission problem.

    Exit code: 16 Failed to load deployment file.

    Are you right-clicking the PS desktop icon and selecting Run as Administrator?

    If that does not help, try deleting the caps folder from

    C:\Program Files (x86)\Common Files\Adobe\caps

    Restart your computer.
