Photoshop CS6: Unable To Run Without Administrator/Can't Drag/Drop Images In

I need to do this because of an issue regarding how I can't drag/drop images in, it just shows a black circle with a cross through it. I looked online for a solution, which seemed to be running it not as administrator, but that doesn't work. Both the exe and shortcut are unchecked, but it still runs as admin.
