Photoshop does not open any EPS AI files and crashes, it crashes silently by using Fonts Tool also, error in Preferences

Hello,

I have problem with all installed Photoshop version (16 until 19.3) in Windows 10 with last April update (1803).

1. I can not open EPS or AI files. Ps crashes with report.

2. After that I found I can not use Font Tool. Ps crashes silently after some waiting for first writing sign.

3. While I can check Preferences, it shows me after clicking on Performance Windows error Integer between 96 and 8 is needed.

I used clean of Cashes, Temps and solution round Fonts, Ps not works.
