Photoshop does not remember font sizes

I suspect this is a bug... but perhaps I missed something. Since a few updates ago (I'm on Photoshop 25.2.0 now) the font size I use does not want to stay the same. I was used to just leaving this at 11 px but every time I open another image, it resets itself to 17 px, 75 px, 100 px or something else. I mostly use the Character tool to add a credit line to photos, normally all at 11 px, and it is getting annoying to have to reset the font size every time. I'm running this on Ventura 13.6.2 on an M1pro MacBook.
How can I get back to the situation where I can just set this and forget about it until I actually need to use a different font size? It's almost as if Photoshop is trying to adjust the size to the size of the image I open, but I do not want that to happen. Any help is appreciated!
Screenshot below shows that upon opening an image, the font size is suddenly at 75 px while I set it to 11 px just three minutes ago, when working on another image.
