PHOTOSHOP DOES NOT WORK WHEN I SEND A LIGHTROOM PHOTO

Hello, community!
I am a photographer and usually edit my photos in Lightroom and Photoshop. But recently I have had the following problem:
LIGHTROOM: Right click> edit in> edit in Adobe Photoshop CC 2019 (photoshop is not open at this time)
The image usually opens in photoshop, but the editing tools are ALL unavailable.
The only way I can edit a photo in photoshop sent from lightroom is to open the program and open a .tif file that I recently edited.
But it was not like this before.
I wonder if there is a way to fix this problem so I can edit photos sent directly from the lightroom.

    This is a known issue, workaround is to either open Photoshop first and then Lightroom or disable the Home Screen in preferences
