Photoshop doesn't give me a white background

So I recently downloaded photoshop in order to get used to drawing on it, but I soon realized that the background I started with was a sort of yellowish-brownish white. I then tried to change it to the normal white color but realized that there wasn't an option in the color pallet for a pure white color. What's preventing me from getting a pure white color, and how can I fix it?

Does your monitor have colour temperature settings? Maybe it's set on warm. I had to use Photoshop on my tv for a while and it looked like how you describe. Turns out it was set on on warm 2

Can you see pure white in other programs? Please show a screen shot.

The one on the left is ms paint so yeah I can see pure white everywhere else.
