I suggest you unistall Photoshop, using the drop-down menu in the Creative Cloud app, and reinstall Photoshop again. If that doesn't solve the problem then unistall it once again and then run Adobe Cleaner before reinstalling Photoshop again.

Here's a link to Cleaner: https://helpx.adobe.com/uk/creative-cloud/kb/cc-cleaner-tool-installation-problems.html

Try resetting the Photoshop preferences, which you can do under the General tab in Photoshop preferences.

How much RAM and spare disk capacity do you have on your system?

Thank you for the quick answer Derek. I have 12 gig of ram and 206 gig free space on my C drive. the button for reset preference is labeled "  reset preference on quit"  i had to use task manager to quit the program and when I restarted it made no difference. even trying to open a file using RAW or Bridge I get the same error.

sorry I jumped in too quickly with that answer I now can open files from the home screen and when I try to exit the program it will close all open files and revert to the home displaying the error message
