Photoshop flickering when using sliders

Hello everyone!

 

So I am having this issue that I did not have before. I took some time off and I am trying to get back into Photoshop and am having a frustrating issue. When I try to adjust an image, whether I am using an auto feature or using a slider, the screen will go black then come back and the adjustment is made. IT makes it very difficult to see the changes that were made. I am concerned that it is something with the "preview" function however, I dont have a low quality computer. I have an I9-9900k with 64 gigs of ram, and an NVIDIA GeForce FTX 2080TI. I am on Windows 10.

 

Like I said, I didnt used to have this issue so I dont know what is causing it now. I have reset all of the preference, reinstalled the application, monitored my computers stats, which havent even gotten close to full capacity during any fuctions. 

 

This basically makes using the application impossible and I have gone through Adobe help and have had no luck.

  1. Go to preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?
  2. If disabling Native Canvas doesn't help, go to Preferences > Performance... and uncheck Use Graphics Processor. Restart Photoshop. If this fixes it, try updating your graphics driver and re-enable Use Graphics Processor.

Also, I am noticing it is also flickering when i hover over a tool and the tutorial window / video pops up. It will flicker then when I move my cursor off the tool it will flicker again.
