In my experience, fashion designers use both Photoshop and Illustrator. It all depends on what you're try to accomplish.

I am a student Studying fashion Design and the university recommends illustrator for designing and photoshop as a method of recolouring or layout, not the actual designing. With some work, you can design in photoshop. I have tried myself but illustrator is much more efficient and effective, as that is what it is created to do. Hope this helps.

so in terms of the package have to get the full one but if you have a lot (a lot in comparison to the ease of illustrator) of time and patience you can just get photoshop.

If you posted a sample of the work you do we would be better able to provide an informed opinion regarding software. In addition, software aside, how would you rate your experience using a Wacom or similar tablet and the variety of Photoshop Brushes?

i would think illustrator is better if you are doing drawings. of clothing.. plus patters would be better in illustrator.

What exactly do you want to achieve with the application?

If you're trying to do clothing design, the technical creation of patterns, Photoshop is absolutely wrong. If you're an artist who wants to try out different artistic effects on existing clothing templates, you could learn how to use Photoshop.

Not quite sure what "this" is referring to. But if Photoshop is what you are using I would suspect that the Creative Cloud photography plan would be your best choice. The cost in the US is $9.99/month or you can pay it by the year and get a small discount off that price. That subscription includes Photoshop, Bridge, Lightroom Classic CC and Lightroom CC. No, there isn't a plan that's cheaper that only includes Photoshop. If you don't want to use Lightroom, then simply don't install it. It's part of the package, but it's your choice whether or not you install it on your computer.
