Photoshop Freezes

So, I have a little Problem: First, I don't get the normal starter screen for Photoshop CC 2017, where you can choose your projects. Second one, I can't create a new project, I don't get any issue message, but it just doesn't open.

I don't know what to do!

    Please restore Photoshop preferences to default following the steps mentioned here Preferences in Photoshop ​
