Photoshop freezes after opening files

I'm having an issue where Photoshop freezes after opening a file. Here's what happens:

1) Open any PSD or image file

2) Photoshop opens the file and is responsive for approx. 3 seconds

3) Photoshop remains unresponsive for approx. 3 seconds (only Photoshop - any other running apps are fine)

4) Photoshop unfreezes and remains responsive until opening another file

I have tried resetting the prefs file, changing performance settings, disconnecting network printers, even uninstalling and reinstalling Photoshop.

My OS is Windows 10.

Any help is appreciated!

Thanks for responding. I apologize for not providing enough info about my system. However, I found the solution to my problem in this thread -

Photoshop freezes for 20 seconds after opening an image:

The solution was to completely uninstall Photoshop using the Creative Cloud Cleaner Tool (Creative Cloud Cleaner Tool) and then reinstall it.
