Photoshop freezes when clicking second image with eyedropper

Photoshop 21.1.0

Mac OS X 10.14.6

Two images open. Eyedropper tool. Info palette shows readout for selected forward image. Click and hold on second image to get a sample reading. Photoshop freezes. This happens everytime. Tested on two computers. Same result.
