Photoshop Image Size / Marquee tool freeze/crash

Photoshop predictably freezes whenever trying to change image size. A workaround that's been suggested is to turn of graphics accelleration. I did so, and it works! HOWEVER, with that option changed, the marquee selection tool now freezes. 

So, basically I can only use one or the other unless I want to change that and restart photoshop every time and I use these tools multiple times throughout the work day.

My video drivers are up to date, and I did a fresh install of photoshop to try to resolve the problem. No luck. 

Any ideas how to resolve this issue? It's fairly crippling to my work flow and time is money.
