Photoshop inexplicably slows down over time even when not in use

Photoshop slows down over time to the point it simply no longer functions even when the software is not being used. Restarting photoshop resolves the issue temporarily but it usually returns within an hour or less. Purging all data does not resolve the issue, closing all files and reopening them doesn't work either.

Reseting the preferences does resolves the issue temporarily. It will work for about a week but then the issue simply returns. This would not be an issue if i didn't always have to completely setup all of my preferences again which costs me valuable time from work.

Lack of powerful hardware also shouldn't be an issue as this is quite a powerful rig.

Photoshop also is the only software which has this issue on my computer.
