Photoshop jittery lines

Hi all, Im using photoshop CS6 on windows 10 with wacom intuos pro (latest driver). I have a laptop connect to a second monitor and I get the classic jittery/shakey lines only for this setup:

  • Laptop playing youtube or streaming something and photoshop on 2nd monitor. When i close youtube on the laptop, the jitteryness goes away.
  • Or the reverse, where I have photoshop on the laptop and youtube on monitor and everything works fine, no jittery lines.

This seems to be a recent problem (ever since the recent windows 10 update KB4088776) because I used the first setup for months without issue. I don't want to say its a hardware issue either as my laptop specs are:

i7-7700HQ CPU @ 2.80GHz

8GB ram

Nvidia GeForce GTX 1050 Ti

I just highly doubt my computer can't handle youtube and photoshop on at once, but if I'm wrong let me know. Thanks

I have a old Wacom driver installed.  I see no reason to update. My 77 year old hands have never been smooth.  With or without Brush smoothing. There are plug-in for Photoshop for brush smoothing.  They may have other options also drawing aids for all kinds of things.
