Photoshop keeps getting stuck while navigating

Hello guys I'm having a problem with photoshop, while navigating across my file (either with space or H) a lot of times it gets stuck on the left bottom corner and I need to restart photoshop because nothing helps. I'm using Wacom tablet to draw. You can see on the video on the 2 seconds mark the problem. Any help would be very appreciated
