Photoshop lag when using master brush and smudge tool

Hello, 

I just built a new PC, and photoshop lags when I am using the master brush and smudge tool. Sometimes it lags so much that photoshop becomes unrresponsive, and I have to quit it via the task manager. My PC should have more than enough power to run photoshop without any lag. 

Steps I have tried to fix the problem: 

1) turned off smoothing 

2) allocating max resources to photoshop by using the performance settings.

3) Overclocking PC to increase performance

4) Updated graphics card driver

Does anyone have any suggestions that could help me solve these lag issues?

RAM: 128GB DDR4

GPU: nvidia geforce 3090

Photoshop version: Photoshop 2023
