Photoshop lagging after any user preferences change.

A bizarre issue. As the title states as soon as I change any user preferences in photoshop and then I reopen photoshop it becomes very choppy and laggy. The Move and Hand tool don't move smoothly, it's like a sudden frame rate drop. This occurs with the simplest of changes. If I change only 1 keyboard shortcut and restart photoshop it becomes super laggy. I have to reset preferences on every open and close out of photoshop. 

 

I tried reinstalling but I have the same problems. I also tried using an older version of photoshop but the older version conflicts with the PSDs saved with Photoshop 2022.

Are there any hidden files and preferences I could delete on my drive that may solve this issue? Maybe uninstalling ALL adobe products?

I don't think it's the hardware. I have an AMD Ryzen Threadripper 1950x, 32Gbs RAM, and 2x RTX 2080. 

I tried reinstalling everything related to Adobe. I wiped everything clean and reinstalled photoshop. Still, it's lagging once I changed only 1 keyboard shortcut in a brand new version of photoshop. Windows and the graphic card drivers are all updated.

Not sure if this helps but here's a gif. The canvas moves smoothly once I reset the preferences to default. You can see the canvas rectangle shape break apart sometimes. That's not the gif quality, I see this happen all the time when working with the hand tool and move tool. It feels like a frame drop in photoshop.

Here's a smooth versison. Again, this occurs if I change any preferences and restart photoshop. I have to reset to default to get Photoshop to run like
