photoshop layer style and lighting effects issues

I'm on the latest version of Photoshop in the creative cloud and for several versions now I've been able to get my layer style effects and my lighting effects to work properly.  I can't get the bevel and emboss effect in layer style to work or display properly, and now when I try to add a lighting effect I get a screen that is covered with partially transparent video noise.  Any help anyone can provide would be appreciated.

A few versions ago , I don't remember exactly which, the lighting effects engine was switched to use the 3D engine. If you get your GPU working to support 3D then lighting effects should also work.
As Ged asked - please post your system info , we may be able to spot what is stopping you from using those functions.

Sounds like an issue with your GPU driver, can you post your Photoshop system info, in Photoshop go to Help > System info and hit the copy button and paste the entire thing into this thread

What exact version of Photoshop and operating system do you have, can you post a screenshot of the issue

This is Adobe Creative Cloud Photoshop Version 20.0.5 and when I tried to getting the lighting effect flaw to reproduce nothing happened. As a matter of fact now the Lighting Effect command is greyed out when I go to select it.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue? 

And the same for Photoshop > Preferences > Performance > Legacy Compositing?

Hi, just before I went to try this option I noticed that now my lighting effects command is greyed out. So I can't get it to work at all.
