Photoshop layers not working properly after update

I just updated Photoshop today and have had nothing but issues. I am trying to create a simple white document so I can make a letter from Santa for my kids. All I want to do is add a gradient overlay, some text, and a border I have downloaded as a png. However, my photoshop is basically refusing to put anything over the background. Every time I drag the png border over, it disappears and becomes invisible and doesn't create a new layer at all. It also won't let me make a gradient overlay Layer. It won't even show up that I have made a new layer. I am working on a 2015 MacBook Air with Mojave OS (most recent update). I have never had these problems until updating my photoshop today. I have already tried doing things with my GPU on and off. Nothing seems to be working. DOes anyone have any ideas about what this could be or what I can do with it? Is there a setting that was changed when I was making the doc or something? Thanks in Advance, I hope someone can help me out with this.

IME PNG files don't work well when dragged or pasted.  I always have to save to a local disk, and Place Embedded to make them work properly.  What happens otherwise  is that any transparent background goes completely black.

However, I note  you are using Mojave, and we know there have been issues.   I have no idea  if what you describe is one of them

Could you please post a screenshot taken at View > 100% from after dragging in the png with the pertinent Panels (Layers, Channels, Options Bar, …) visible?

What have you done for trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
