Photoshop:Library - strange bug with resolution or smth

Sometimes

When I drop down the object from library to scene, it become resized. - Smaller or bigger

I thought it's because of different resolution of file of the scene and file of the object - 72DPI and 300DPI for example.

But now I see another case - I use the same resolution for two scenes (A and B) and for the object.

I drop down the same object from library to scene A and to scene B.

It's resized for scene A and for the B it's not.

But later if I drag'n drop this object from file B to file A it doesn't change the size.

This feature is so boring( And now I understood that I wasted my time to change DPI for thousands of objects in my precious library))
