Photoshop menu items don't respond to click

I've searched to see if there's another question like this, and I haven't found any.

 

When I started Photoshop, the top menu and the side toolbar were there. But there's no response when I click on them.

 

I've tried restarting Photoshop, restarting my system (Windows 10), and deleting preferences on startup.

 

After I deleted the preferences, the side toolbar disappeared. Now there's just the menu along the top, which isn't responding to clicks. I just have a blank canvas.

 

I'd like to uninstall and install the latest version, or just upgrade to the latest version. I looked at the instructions for upgrading to the latest version (I have CC 2018) but it seems to require me to click on the menu item "help." 

 

How can I update? Or is there some other way to get this working?

 

I use a dozen other applications on a weekly / monthly basis, some of them are drawing apps, so I don't think the problem is my machine or my operating system. Also, I've used Photoshop for years with no problems.

Is this part of my subscription to Photoshop CC 2018, or is it something I buy separately? Do I log into my Adobe account to access it?
