Can I combine photos with Photoshop to get a clearer image?

What do you mean by clearer - are you trying to reduce noise or increase resolution?

You can reduce some noise (where the noise varies between images but the content does not)  by putting the individually aligned images into a smart object and using the mean stacking mode

Attached discusses a technique to increase resolution through multiple images - relying on slight movement between each image

What do you mean?

Do you mean Focus Stacking combining images with different areas that are in focus), Stack Modes (Image stacks in Adobe Photoshop ), …?
