Photoshop missing "Default File Location" setting in preferences?

Running photoshop 24.01 on windows and trying to overcome the ever irritating "save to cloud" options. Everyone is saying to go to  Preferences > File Handling > Default File Location and change that to local. The drop down that i'm seeing in posted images does not exist for me. Did i find a bug or did they move this? I'm about to lose my mind here.

What do you see currently? Can you share a screenshot with us? 

This is the general workflow: Go to Photoshop > Preferences > File Handling > Default File Location > Set to 'On your computer and restart Photoshop. We still get this option on version 24.0.1

 

You can try to reset the preferences of Photoshop using the steps mentioned here: https://helpx.adobe.com/photoshop/using/preferences.html#reset_preferences. Please back up your settings prior to resetting the preferences.

Just went to make a screen shot and suddenly that option is available! Trust me when I say it was not there for most of the day . . . I didn't update or touch anything so i'm totally bafffled and frankly a bit irritated i spent the time searching for a solution and going as far as posting here! I even searched for that option in preferences earlier and it didn't show up . .  . now magically it is. I guess this is a disregard, but if this happens again i'll report back.
