Photoshop modifier soft keys not responding to touch on Surface Pro 6

I have the newest version of Photoshop CC installed. For some reason the 3 modifier soft keys aren't working with touch any longer. I can tap them with my Surface Pen, but then the key gets stuck and won't release.

Does anyone know if version 21.1.2 fixes this problem? I want to know before trying an upgrade again. I always have to reconfigure everything when I downgrade and it's a real hassle.
