Photoshop Mouse/ Screen issue in Windows

Good afternoon

My Photoshop once solved this problem by disabling a tab, 
but after the update it showed again and I don't remember how I did it before.
Sometimes when I'm editing a photo and I move with the fast cursor of the mouse, 
it just stays on the basic arrow (the symbol) and I can't click on any other function,
 it doesn't open any tabs or anything, I can only move the mouse or close the photo.

Can anyone tell me how to solve it?
