Photoshop no response

i have just downloaded a trial version of photoshop (2020 version) on windows 10
installed the creative cloud (which looks perfect) and photoshop 

but when i open the photoshop software, it shows black screen and no tool bars as default (except the line with file/ edit/ windows)

when i try to click file -> new OR file-> open
no response at all nothing pops out

i tried to reinstall for times the situation remains. 

and how to get the toolbar fixed whenever i open the app? thanks !

also, when i click on "windows", above 3D, it shows "%DL_LIBRARIES_PANEL_NAME"
i supposed thats also some errors?
